How do I comply with the NYC LL84 benchmarking report? Follow

The deadline to comply with the New York City annual benchmarking ordinance Local Law 84 (LL84) is May 1. You need to use EPA's Portfolio Manager to submit your data to New York City.

The Suggested Timeline for Benchmarking:

  • After Feb 1 – Request energy use data from utilities
  • By April 15 – Complete capture of meter data in ENERGY STAR Portfolio Manager and check for errors:
    • Make sure you have entered meter data for the full year (January 1 – December 31)
    • Make sure a realistic EUI is reported: it should be above 5 or below 1,000 kBtu/psf
    • Do not report a building with no energy usage
    • Gross Floor Area must not be zero
    • Make sure BBL and BIN are entered, and that BBL is 12 characters long and in the correct format (X-BBBBB-LLLL)
  • May 31 – Last day to submit benchmarking data to New York City without penalty
  • August 1 – Last day to submit benchmarking data without second penalty
  • November 1 – Last day to submit benchmarking data without third penalty
  • February 1 – Last day to submit benchmarking data without fourth penalty
