At what point during a design project is a building no longer eligible for the Design to Earn the ENERGY STAR certification? Follow

Design to Earn the ENERGY STAR (DEES) certification requires the use of the Portfolio Manager tool to calculate a score based off a plan/design for an eligible building space type.  Both Portfolio Manager and Target Finder can calculate a 1 – 100 ENERGY STAR score for eligible new commercial building designs. However, Design to Earn the ENERGY STAR applications must be submitted through the Portfolio Manager tool. Once the building becomes occupied, or begins accumulating energy utility bills, the building is no longer eligible for the Design to Earn the ENERGY STAR certification. 

Once the building begins receiving energy utility bills, it may be eligible to earn the ENERGY STAR (also using the Portfolio Manager tool).
